Julian S. Millstein is Chair of the Technology and Sourcing practice group and concentrates on negotiating and litigating complex outsourcing and computer-related, e-commerce, and intellectual property matters. Before entering the practice of law, he had an extensive career as a computer programmer, systems analyst and information technology consultant. A founding partner of Brown Raysman Millstein Felder & Steiner LLP, Mr. Millstein practices out of the New York office.

• Responsible for the development of outsourcing legal models for AT&T Solutions, which closed well over $10 Billion in 5 years.
  
  
• Negotiated for AT&T Solutions as provider of a $5 Billion network outsourcing agreement with IBM covering 57 countries and over 5000 employees.
  
  
• Represented PricewaterhouseCoopers (Coopers Lybrand) in BPO outsourcing involving tax, finance and accounting and HR Services.
  
  
• For AXA, negotiated a state of the art $1 Billion "Infrastructure on Demand" outsourcing with IBM.

Mr. Millstein has presented since 1993 at the Sourcing Interests Group, Outsourcing Institute, Conference Board and the Gartner Outsourcing Summit. He was a keynote speaker at the 2003 Outsourcing World Summit.

Mr. Millstein writes extensively on outsourcing issues. He is co-author of the book Doing Business on the Internet: Forms and Analysis.
