Julian S. Millstein is Chair of the Technology and Sourcing practice group and concentrates on negotiating and litigating complex outsourcing and computer-related, e-commerce, and intellectual property matters. Before entering the practice of law, he had an extensive career as a computer programmer, systems analyst and information technology consultant. A founding partner of Brown Raysman Millstein Felder & Steiner LLP, Mr. Millstein practices out of the New York office.

Mr. Millstein has presented since 1993 at the Sourcing Interests Group, Outsourcing Institute, Conference Board and the Gartner Outsourcing Summit. He was a keynote speaker at the 2003 Outsourcing World Summit.
Mr. Millstein writes extensively on outsourcing issues. He is co-author of the book Doing Business on the Internet: Forms and Analysis.
